This has good age, but I can't say precisely when it was made.

The center is a 19th c barrow wheel. It has 4 curved metal arms with a small socket and drip pan at each end.  The top has a round hanger with a long chain which has an S hook at the t op.

15 1/2" across.  8" tall, with a 19" chain.  Each socket is 1/2" wide, taking a small  candle.
